At ITB Berlin, the Islamic Tourism Centre (ITC) and the Association of Malaysian Spas (AMSPA) signed a landmark Memorandum of Understanding (MOU) to formalize the wellness sector for the modern Muslim traveler.
With the 2026 tourism year now in full swing, Malaysia is moving beyond general hospitality to pioneer a world-first: a sophisticated, faith-aligned spa framework that establishes the country as the definitive reference point for the global halal economy.
A Vision for Industry Excellence
“This milestone reflects Malaysia’s strong commitment to positioning our wellness industry as inclusive, trusted, and globally competitive,” says AMSPA President Selinastein Mohd Rashid. By advancing the Muslim-friendly spa ecosystem, the partnership ensures that wellness experiences align with faith-based values and ethical standards.

The “Integrator” Effect: Why Wellness is the New Frontier
While halal culinary and financial sectors have long been Malaysian strengths, the wellness industry represents a vital component of a cohesive travel experience. Mohammad Faisal Abu Suaib Khan, Director-General of ITC, describes tourism as the “integrator” of the travel journey:
“When travelers visit a destination, they engage with accommodation, retail, food services, financial services and wellness offerings. Ensuring that these components work cohesively strengthens the overall tourism experience.”
Setting the Gold Standard: The MFAR Framework

This initiative is a rigorous, benchmarked program jointly formulated by ITC, AMSPA, and the Islamic Science University of Malaysia (USIM).
- The 100 Members: The collaboration will see ITC roll out these structured guidelines and training programmes to 100 AMSPA members through dedicated modules and capacity-building.
- Global Benchmarking: The guidelines are benchmarked against the SMIIC Halal Spa Standards adopted at the OIC level.
- The MFAR Programme: This initiative forms a key offering under ITC’s Muslim-Friendly Tourism and Hospitality Assurance and Recognition (MFAR) program, providing a formal recognition framework for the industry.
